The Healthcare Governance, Risk, and Compliance (HGRC) Enterprise Toolkit is an enterprise-grade, spreadsheet-native operating system designed specifically for health systems, multi-facility hospital networks, digital health platforms, and biomedical research entities. Engineered to eliminate functional fragmentation among clinical leadership, information security, regulatory compliance, legal counsel, and internal audit, the platform delivers unified visibility across 62 operational modules.

 

The toolkit maps, evaluates, and monitors controls across 34 global and regional regulatory frameworks, manages a centralized repository of continuous controls across 25 operating departments, and quantifies cyber and operational liability using the Factor Analysis of Information Risk (FAIR) quantitative financial modeling methodology ($ALE = SLE times ARO$). Additionally, the platform integrates real-time statutory breach notification engines tracking legal countdown timers (e.g., GDPR 72-hour and HIPAA 60-day windows), enforces Business Associate Agreement (BAA) execution boundaries, links biomedical Internet of Medical Things (IoMT) assets to active Common Vulnerabilities and Exposures (CVEs), and provides an interactive executive dashboard.

 

Settings-Driven Financial Magnitude Bands

Financial impact in the Risk_Register is mapped to Single Loss Expectancy (SLE) tiers defined in Settings!C30:C33:

  • Catastrophic / Severe Harm ($1,000,000 SLE): Direct clinical patient harm, loss of life, critical care outage, or major EHR shutdown.
  • Critical / High Impact ($250,000 SLE): Significant PHI/PII compromise (>500 individuals), civil monetary penalties, or care disruption.
  • Medium Financial Impact ($50,000 SLE): Localized department outage, unexploited IoT delay, or moderate remediation cost.
  • Low Financial Impact ($10,000 SLE): Isolated procedural non-conformance, low-severity vulnerability, or minor administrative discrepancy.

Executive Exposure Rollups

The Dashboard calculates Total Financial Risk ($ALE) dynamically:
